Amaravati, Dec 9:
Andhra Pradesh Chief Minister N. Chandrababu Naidu on Tuesday directed officials to undertake a comprehensive overhaul of the state’s revenue administration within a year, with a focus on simplifying services and ensuring transparency. Chairing a review meeting at the Secretariat, he stressed that landowners should not be compelled to make repeated visits to government offices for pattadar passbooks, and instructed the implementation of a real-time auto-mutation system.

Officials briefed the Chief Minister that 1,97,915 complaints related to mutation and pattadar passbooks had been received under the Public Grievance Redressal System (PGPRS). These included 1,00,835 disputes over land nature and classification, 1,00,295 applications linked to reduced land extent following resurvey, and 2,40,479 complaints concerning Joint Land Parcel Maps (LPMs). Naidu instructed that LPM disputes be resolved swiftly, noting that Encumbrance Certificates would be issued more easily once land data is fully digitised.

Reviewing the progress of the massive land resurvey exercise, officials said it had been completed in 6,693 villages, while 10,123 villages remain pending. The Chief Minister set a deadline of December 2027 for completing the entire resurvey. He also called for prompt processing of applications seeking removal of lands from the 22-A prohibited list and emphasised strict safeguards in handling 22-A freehold lands. To prevent tampering, he suggested adopting blockchain-based systems and making all land records publicly accessible online.

Naidu ordered that the authority to classify or remove “disputed” lands be transferred from Joint Collectors to Revenue Divisional Officers (RDOs). He also directed speedy clearance of dotted lands and removal of assigned lands mortgaged with cooperative societies up to 1999, as well as barren lands with pre-1954 sale deeds from the 22-A list.

The Chief Minister said assigned lands within municipal limits should be regularised as per the Ministers’ Committee recommendations—plots up to 250 sq. yards at 50% of base value, while aquaculture lands should be regularised at Sub-Registrar value.

He also called for systems enabling automatic issuance of caste certificates to Class 10 graduates and income certificates linked to RTGS data. Officials reported that of 5,28,217 grievances received, 4,55,189 have been resolved in the last six months. Ministers and senior officials, including Revenue Minister Anagani Satyaprasad and Special Chief Secretary (Revenue) Sai Prasad, attended the meeting.
