New Delhi, July 30:
Union Home Minister Amit Shah on Wednesday declared in the Rajya Sabha that terrorism in Jammu and Kashmir is “on the verge of being eliminated,” crediting Prime Minister Narendra Modi’s leadership for bringing about a historic transformation in the region.

Presenting data on the floor of the House, Shah said that decades of militancy and separatist influence have been dismantled. “In 2010, there were 2,564 incidents of stone-pelting. Today, there is none. Not a single stone-pelting incident has been reported since 2024,” he said.

He highlighted how central agencies like the NIA and ED have broken the financial backbone of outfits like Jamaat-e-Islami, which he said had radicalised youth through the education system. Organised hartals, once lasting 132 days a year, have completely stopped over the past three years.

Shah pointed to a drastic fall in violence: “Earlier, more than 6,000 security personnel were injured annually and 112 civilians lost their lives every year. Now, that number is zero.” Between 2004–2014, there were 7,217 terror incidents; from 2015–2025, this figure fell to 2,150. Civilian deaths declined from 1,717 to 357, and casualties among security forces halved from 1,060 to 542.

Criticising the Congress, PDP and National Conference, Shah said their governance had kept democracy “hostage,” with no grassroots elections. “Today, over 34,000 elected representatives are serving across Jammu and Kashmir,” he said.

He also cited key infrastructure projects such as the Chenab Bridge, Udhampur-Baramulla rail line, and the Zojila and Banihal tunnels, along with the establishment of IIT, IIM, and AIIMS.

“In the last six months, there has been no local recruitment into terror outfits. All remaining terrorists are foreigners, mostly Pakistanis,” Shah concluded.
