New Delhi, April 29: Prime Minister Narendra Modi’s resolute message — “India is determined to deliver a crushing blow to terrorism” — signals more than symbolic rhetoric. It marks a critical policy shift toward granting the Indian Armed Forces full operational autonomy in choosing the “mode, targets, and timing” of retaliation following the Pahalgam terror attack that claimed 26 civilian lives.

The directive allows India’s military to operate with flexibility and precision, enabling proactive, pre-emptive, or retaliatory actions without bureaucratic delays. This alignment of political will with military capability could lead to operations ranging from surgical strikes to cyber disruption and covert missions.

Security experts point out that such autonomy empowers commanders on the ground to seize tactical opportunities in real time. This approach echoes past decisive actions, such as the 2016 surgical strikes post-Uri and the 2019 Balakot airstrikes following the Pulwama attack—both marking significant shifts in India’s cross-border engagement doctrine.

With heightened military readiness along the Line of Control and international borders, India has intensified surveillance using drones, satellites, and electronic intercepts. Intelligence inputs reportedly indicate active monitoring of terror infrastructure in Pakistan-occupied Kashmir.

Pakistan-based groups like Lashkar-e-Taiba and Jaish-e-Mohammed are under close scrutiny, especially in light of the Pahalgam attack’s civilian toll. The Modi government appears committed to targeting not only terrorist operatives but also their financial and logistical backers.

Simultaneously, diplomatic steps—such as suspending the Indus Waters Treaty and expelling short-term Pakistani visa holders—indicate a broad, multi-pronged response. A military retaliation, if undertaken, will likely be paired with global diplomatic outreach under Article 51 of the UN Charter to assert India’s right to self-defence.

With the Pahalgam attack as a flashpoint, India appears ready to reset the rules of engagement and strike back decisively.
