Tripura Launches NextGen HRMS to Digitise Employee Services

AGARTALA, SEPTEMBER 8: Tripura on Tuesday launched its NextGen Human Resource Management System (HRMS), aimed at digitising government employee records and making services such as leave, General Provident Fund (GPF), service books and pension processing fully online.

Finance, Planning and IT Minister Pranajit Singha Roy formally launched the system in the presence of senior officials, including Finance Secretary Dr Prashant Kumar Goyal, Principal Accountant General (Audit) Shailendra Vikram Singh, Accountant General (A&E) Ranendu Sarkar and other officials from the Finance Department, Treasury Administration and National Informatics Centre (NIC).

Developed by NIC, Tripura, the HRMS is intended to reduce dependence on physical records and streamline employee-related administrative procedures. The government said the platform would improve transparency, accountability and the time-bound delivery of services.

Four major modules—Leave, GPF, Digital Service Book and Online Pension—have been rolled out under the system.

The Leave Module will allow employees to apply for leave online, while leave credits and deductions will be automated. Officials will also be able to access real-time leave balances and process applications digitally.

Under the GPF module, employees will receive access to a digital passbook synchronised with the Accountant General’s office. The Digital Service Book will replace physical service records with a digitally secured repository using e-sign protocols.

The Online Pension Module will facilitate the electronic submission of pension proposals to the Accountant General’s office and is expected to help speed up the issuance of Pension Payment Orders (PPOs).

Singha Roy said the HRMS had already been used for payroll preparation since March 2026. The platform has also been integrated with systems including SPARROW, PAN, Ration Card, UIDAI, ABHA and CM-JAY to facilitate verification of employee information and identify errors or fraudulent entries.

The minister said the state had initially explored private options for developing the system but found the costs quoted by private firms to be high. The HRMS was subsequently developed through collaboration between NIC scientists, software resources and engineers and officials of the Finance Department at minimal cost.

The initiative forms part of Tripura’s broader shift towards digital governance. The state has already implemented e-Office across the administrative chain, from the Cabinet to Gram Panchayat level, reducing physical file movement and enabling real-time tracking.

Two publications, the DDO Handbook for Pension Proposals and New Pension Rules, were also released during the launch programme.
