Global Action Against Terrorism Urged at UNHRC Over Pahalgam Attack

Paris, March 14 — An international civil society organisation has urged stronger global action against terrorism while highlighting the deadly April 2025 terror attack in Pahalgam, Jammu and Kashmir, during the 61st session of the United Nations Human Rights Council (UNHRC) in Geneva.

Addressing the council, Yasser Laaroussi of the ECO FAWN Society called on the international community to strengthen collective measures against terrorism and ensure accountability for attacks targeting civilians. Referring to the attack in the Baisaran Valley near Pahalgam, he paid tribute to the victims and described the incident as a “cold-blooded assault” on humanity.

According to a report published by the French digital news platform Paris Telegraph, Laaroussi emphasised that deliberate attacks on civilians constitute a grave violation of international human rights law and humanitarian principles.

He told the UNHRC that terrorism in all its forms represents a direct threat to the universal rights to life, liberty and personal security. Stressing the seriousness of such acts, Laaroussi said violence against innocent civilians cannot be justified under any political, ideological or strategic pretext.

He also warned that cross-border support, protection or tolerance of terrorist groups can significantly undermine international peace, security and national sovereignty.

Calling for greater international cooperation, Laaroussi urged UN member states to ensure that perpetrators of terrorist attacks do not escape accountability. He stressed the need for stronger measures against individuals, organisations or networks that harbour, finance or facilitate terrorism.

The ECO FAWN Society, in its intervention, reaffirmed its commitment to protecting human rights and supporting victims of terrorism while advocating stronger international accountability mechanisms.

The organisation also stressed that remembrance of victims must be accompanied by concrete global action to ensure that justice and peace prevail over violence and extremism.

The April 22, 2025 terror attack in Pahalgam claimed the lives of 26 tourists and marked one of the deadliest attacks on civilians in India since the 2008 Mumbai attacks. The Pakistan-based group The Resistance Front (TRF), a proxy of Lashkar-e-Tayyiba, had claimed responsibility for the attack.
