Opposition Request to Allocate SCSP/TSP Special Scheme Funds Solely for Intended Purposes

Bengalore: Feb 23: In recent discussions, concerns have been raised regarding the utilization of funds from the SCSP/TSP Special Scheme. Despite allocating funds for election promises in the budgets for 2023-24 and 2024-25, the Congress government has admitted to using Rs. 25,426.38 crore from the SCSP/TSP Special Scheme—intended for the welfare of Scheduled Castes and Scheduled Tribes—for other guarantee schemes. The government justified this action under the pressure of the situation, but questions remain regarding the specific allocation and use of these funds.

The allocation of more than Rs. 52,000 crore for guarantees in the budget raises concerns about the necessity of diverting Rs. 25,426.38 crore from the SCSP/TSP scheme. Questions persist about the role of the Scheduled Castes in the allocation of funds for guarantee schemes and whether this diversion has negatively impacted their intended benefits.

There are calls for the government to prioritize the development of historically disadvantaged communities, ensuring their economic and social progress. The main objective of the SCSP/TSP scheme is to improve the educational, economic, and social conditions of Scheduled Castes and Scheduled Tribes. However, diverting these funds for other purposes hampers the development of these communities and exacerbates social and economic inequalities.

The SCSP and TSP schemes are essential for the welfare of Scheduled Castes, with goals to eliminate social and economic disparities, promote education, create employment opportunities, and provide basic facilities. To achieve comprehensive development and ensure equality in society, it is crucial that these funds are used exclusively for their intended purposes.

Proper utilization of the funds allocated for the welfare of Scheduled Castes is vital for their economic, social, and educational progress. By ensuring these communities can fully utilize the allocated resources, a balanced and just society can be built.

In light of these concerns, a request has been made for the SCSP/TSP funds allocated in the 2025-26 Budget to be used exclusively for development works for Scheduled Castes. Additionally, it has been suggested that funds allocated for guarantee schemes in the budget should be spent on the intended beneficiaries of those schemes.
